Many sites have navigation as an after-thought. Sometimes the only navigation is at the bottom of a page.
A visitor using a text reader may have to wade through an entire page in order to get to the navigation controls,
if it is poorly designed. To help avoid this and make navigation easier, consider adding a cue at the top of each page that is not visible to sighted visitors. In essence you are creating a jump-point to the menu. Simply insert a 1 pixel by 1 pixel transparent image and provide a link to to your menu with ALT text that tells the visitor "Go to menu" or something similar. This cue doesn't show up in a graphical browser, but shows up nicely in a text browser or reader.
